The National Council of Ukraine on Television and Radio Broadcasting has updated the monitoring methodology, taking into account the recommendations of the CJE

In 2023, the methodology for monitoring gender issues in the media was updated, including, in particular, the war context. The media regulator, the National Council of Ukraine on Television and Radio Broadcasting, has published an updated monitoring methodology that will be used to analyze the observance of gender balance by television and radio organizations.

The Methodology takes into account the following Commission recommendations:

  • Self-Regulation of Ukrainian Media during Martial Law in Ukraine. Experience of the Commission on Journalistic Ethics: Analytical and Reference Handbook / Edited by L. Kuzmenko, L. Kushch, M. Dvorovyi, O. Pohorielov. — Commission on Journalistic Ethics, 2022, p. 52.
  • L. Kuzmenko. Gender Equality in the Media: Challenges against the Background of the Full-Scale War in Ukraine. Covering the CRSV Problem // Manual on Journalistic Ethics / [A. Kulykov, L. Kuzenko, M. Dvorovyi, L. Kushch]. — Commission on Journalistic Ethics, 2023. — Pp. 44-49. 

Oleksandr Burmahin, member of the National Council of Ukraine on Television and Radio Broadcasting, thanked the Commission on Journalistic Ethics for its contribution into the updated methodology: “I would like to thank the Commission on Journalistic Ethics for the contribution you made when the regulator was updating the monitoring methodology for gender issues in the media. Since February 24, 2022, all levels of social relations have changed dramatically in Ukraine, and the information aspect, perhaps, most of all. The context of the war has been affecting us for the second year now, and that is why this work was essential, as it allows us to use the appropriate tools for research. Thank you again for your interest and suggestions provided.”

“The Commission on Journalistic Ethics carries out critical work to fight against various stereotypes and discriminatory statements. The developed cases and materials are an important analytical product that can be used by experts from the educational and analytical sectors,” said Tamara Martseniuk, PhD in Sociological Sciences and Associate Professor at the Sociology Department of Kyiv-Mohyla Academy, who developed the updated methodology.
